Around 70 pro-Russia protesters have been arrested in the Ukrainian city of Kharkiv after they seized government buildings in several of Ukraine's eastern provinces, Interior Minister Arsen Avakov said.

Al Jazeera reported that Avakov posted on Tuesday on his Facebook page: "An anti-terrorist operation has been launched. The city centre is blocked along with metro stations. Do not worry. Once we finish, we will open them again."

In Donetsk, protesters have transformed a government building into what they have termed the self-declared "People's Republic of Donetsk.

The protesters are now calling for a referendum to be held on May 11 on the question of secession from Ukraine, and for the deployment of Russian peacekeeping troops, CNN reported.

A secession referendum has already been held in Crimea on March 16, where people overwhelmingly voted to leave Ukraine and joined Russia.

If the situation escalates, White House spokesman Jay Carney has reportedly said the US would impose further sanctions against Russia, especially after evidence emerged that some of the protesters "were paid and were not local residents."

According to a 2001 census, the highest percentage of people with Russian as their native language in Ukraine live in the Eastern part of the country.
