A UN report compares the crimes of North Korea to those of the Nazis with chilling accounts of mass killings and torture. The head of the inquiry says the regime must be stopped and brought to justice. Human-rights campaigners fear Beijing will shield its ally Pyongyang from international prosecution. China has dismissed the accusations as unfounded.
