Last September, on the day George W. Bush was due to avoid crossing paths with Mahmoud Ahmadinejad at the United Nations, I tuned in to C-Span to see what was happening. But another story that I saw there was far more interesting. The President of Bolivia was going off—and not merely about the usual Latin American stone-casting about Spanish conquistadors and US economic meddling, but with a sincere plea to yield the future of Bolivia to Bolivians. I sort of said to myself, “Bolivia? Huh?”
