Fed Chair Janet Yellen also told lawmakers during the question and answer period that a 6.5 percent unemployment rate was not an automatic trigger for policy action, but rather a guide to when a policy change should start to be considered.

She also testified that the unemployment rate by itself is not a perfect gauge of the health of the labor market.
