President Barack Obama is urging Congress to vote swiftly on the Senate's bipartisan deal to end the partial government shutdown and avert default.

The Senate deal would reopen the government through January 15 and increase the debt limit through February 7.

Speaking to reporters on Wednesday, White House spokesman Jay Carney says the U.S. is close to default which is why Congress needs to act fast.

"There are no winners here. We've said that from the beginning and we're going to say it right up to the end because it's true. The American people have paid a price for this."
