Mexicans Waterski Through Flooded Street

Heavy rains have hammered Mexico’s east and west coasts since Sunday, September 15, as Tropical Storm Manuel moved in from the Pacific and Hurricane Ingrid swept in from the Gulf of Mexico, killing dozens of people.
